Today, the Ministry hosted a public discussion of the results of law enforcement practice in the field of federal-state forest supervision (forest protection) for the 1st half of 2021. The event was held in conference mode based on the Zoom platform.
The meeting was attended by the First Deputy Minister of Forestry of the Republic of Tatarstan Ilgizar Zaripov, head foresters, directors of forestry enterprises, etc.
Airat Akhmerov, head of the department of state control and supervision of the Ministry, made a keynote speech at the event. He said that as of June 15 of this year, state forestry inspectors carried out 9.4 thousand patrols of forest lands and compiled 345 protocols on administrative violations. The most common offenses are violations of fire and sanitary safety rules in forests.
“In the period from May 15 to June 15, an interdepartmental preventive action “Lesovoz” was held, - said Airat Akhmerov. - As part of the operation, 213 raids were carried out with the participation of state forest inspectors and employees of the State Traffic Safety Inspectorate of the Ministry of Internal Affairs for the Republic of Tatarstan, 300 vehicles loaded with timber were stopped and inspected. As a result of the raids, no facts of violation of forestry legislation were revealed.”
According to the speaker, this year the plan established 35 inspections of legal entities and individual entrepreneurs. During the reporting period, specialists of the Department of State Control and Supervision of the Ministry checked the activities of 10 legal entities, initiated 4 cases of administrative offenses.
Also, Airat Akhmerov dwelled on the work of the Interdepartmental Commission on the prevention and suppression of illegal harvesting, transportation, processing, sale, and export of timber in the Republic of Tatarstan, the results of consideration of applications and appeals of citizens, etc.
“Currently, the Russian Federation is undergoing a reform of control and supervisory activities. On June 1, 2021, Federal Law No. 248-FZ of July 31, 2020, comes into force. The new norms of the document are designed to reduce administrative pressure on business, an emphasis is placed on prevention and prevention of violations, - added Ayrat Akhmerov. - The law introduces a distinction between the types of control. New forms of control and supervision activities are being added to the usual formats - on-site and documentary inspections. Among them are control and monitoring purchases, an inspection visit, an on-site inspection.”
