Today a briefing was held at the Cabinet of Ministers of the Republic of Tatarstan with the participation of the Minister of Forestry of the Republic of Tatarstan Ravil Kuzyurov. At the meeting, the minister spoke about the progress of the implementation of the regional project "Preservation of forests in the Republic of Tatarstan" within the framework of the federal project "Preservation of forests" of the national project "Ecology" in 2021 and the passage of the fire hazardous season in forests.
Ravil Kuzyurov recalled that in 2021, 200.5 million rubles were allocated from the federal budget for the implementation of the regional project "Preservation of Forests". These funds were used to carry out work on reforestation (87.9 million rubles), the formation of a stock of seeds of forest plants (131 thousand rubles), the purchase of forest fire and forestry equipment (112.4 million rubles).
As of August 24, 2021, in the Republic of Tatarstan, according to a regional project, reforestation work was carried out on an area of 2131 hectares. Of these, planting of forest cultures - on 1422 hectares, afforestation - on 105 hectares, assistance to natural reforestation - on 600 hectares, combined reforestation - on 4 hectares.
"The first target indicator of the regional project“ Preservation of Forests" is "The ratio of the area of reforestation and afforestation to the area of felled and dead forest stands, %". It is calculated in this way. In 2019, the area of deforestation as a result of clear-felling of ripe, over-mature stands and clear sanitary felling amounted to 2,496 hectares, the area of dead forest stands - 167 hectares. Today, the area of reforestation in 2021 is 2,131 hectares. Thus, at present the value of the target indicator is 80% (the planned value is 77.7%)," Ravil Kuzyurov said.
Also this year in the Republic of Tatarstan, protective forest plantations were created on agricultural land on an area of 1536 hectares, within the boundaries of the Aznakayevsky municipal district - on an area of 1285 hectares.
In total, the total area of planned works on reforestation and afforestation in the Republic of Tatarstan in 2021 is 7253 hectares. To date, work has been completed on an area of 4952 hectares. In the autumn, it is planned to complete measures to promote natural reforestation on an area of 1,724 hectares within the framework of the regional project "Preservation of Forests", to establish protective forest plantations on agricultural land on an area of 212 hectares, within the borders of Aznakayevsky district - on 365 hectares.
According to the minister, additional indicators of the regional project "Preservation of Forests" are "Stock of seeds of forest plants for reforestation and afforestation, kg" and "The number of grown planting material of forest plants, thousand pieces." Their planned values for the current year are 11455 kg of seeds and 30863 thousand seedlings.
To date, specialists from subordinate institutions of the Ministry have collected 702 kg of seeds of the main forest-forming species, of which pine - 378 kg, spruce - 207 kg, larch - 22 kg, birch - 70 kg, and linden - 25 kg. The bulk of the seeds will be harvested in September-October this year.
"The second target indicator "Damage from forest fires by years" has not been set in numerical value because it is the result of a spontaneous, unpredictable natural phenomenon," said Ravil Kuzyurov. "This year in the Republic of Tatarstan, the fire hazardous season in the forests is quite difficult. So, according to the Information System for Remote Monitoring of the Federal Forestry Agency, as of August 24, 1009 thermal points and 746 cases of fires in the territories bordering the forest fund were registered in the republic. As of the same date last year, 602 thermal points and 249 cases of fires were recorded."
Due to the high class of fire hazards in forests, this year, by the Resolution of the Cabinet of Ministers of the Republic of Tatarstan, restrictions on citizens' stay in forests were introduced 4 times. The restrictions were established in the periods from May 14 to June 3 (inclusive), from June 16 to July 6 (inclusive), from July 9 to July 29 (inclusive), from August 2 to 22 (inclusive).
Also in the Republic of Tatarstan in 2021, there were 14 forest fires on an area of 160.24 hectares.
"Fire safety in the forest is provided by 20 forest fire stations. At present, space monitoring of the fire hazardous situation, aviation, and ground, is being carried out in Tatarstan, as well as a set of measures for the fire-prevention arrangement of forests. Campaigning and explanatory work is also underway among the population on the observance of fire safety rules in forests," the minister added.
Within the framework of the regional project "Preservation of Forests" in 2021, 31 units of equipment were purchased (10 units of fire tankers АЦ-3,0-40 (GAZ-33086); 13 units of small forest patrol complexes based on UAZ-390945; 5 units of universal forest fire-fighting vehicles. complexes ULPK-4P; 3 units of tractors "Belarus-82.1"; 248 units of fire-fighting equipment (high-pressure firefighting installations, blowers, portable motor pumps, weather stations, etc.); 143 units of Kolesov's swords). During the year, 6 units of small forest patrol complexes based on GAZ will be additionally purchased; 11 units of PKL-70 forest plows; 15 units of forest cultivators KLB-1.7; 7 units of trailed fire modules; 15 units of ATVs; 15 units of trailers.
In conclusion, the head of the Ministry of Forestry of the Republic of Tatarstan Ravil Kuzyurov briefly dwelled on the upcoming environmental actions and answered questions from representatives of the media, in particular, about the availability of forces and means to extinguish forest fires, interaction with forestry management bodies of neighboring regions, etc.
