A meeting of the Commission for the Prevention and Elimination of Emergencies and Ensuring Fire Safety of the Republic of Tatarstan was held in Leninogorsk

Today in the city of Leninogorsk a meeting of the Commission for the Prevention and Elimination of Emergencies and Ensuring Fire Safety of the Republic of Tatarstan took place. The meeting was held in videoconference mode under the chairmanship of the First Deputy Prime Minister of the Republic of Tatarstan Rustam Nigmatullin, representatives of executive authorities and organizations, chairmen, and members of the commissions of municipal districts of the republic, etc.

Opening the meeting, the First Deputy Prime Minister of the Republic of Tatarstan Rustam Nigmatullin noted that this year a difficult forest fire situation has developed on the territory of the republic. "Despite the implementation of fire prevention measures, the established hot weather led to the emergence of 14 forest fires, 12 of which occurred in the southeast of Tatarstan," Rustam Nigmatullin said. "Managers, together with forestry workers, need to carefully understand this situation and take appropriate measures."

Then the Minister of Forestry of the Republic of Tatarstan Ravil Kuzyurov made a presentation. "Since May of this year, abnormally hot weather has been established on the territory of the Republic of Tatarstan with average daily temperatures significantly higher than normal. In this regard, the Cabinet of Ministers of the Republic of Tatarstan introduced 4 times restrictions on citizens' stay in forests and the entry of vehicles into them for 21 calendar days. The fifth similar limitation came into force today. According to forecast data, IV and V classes of fire hazard are expected in the republic in the coming days," Ravil Kuzyurov said.

According to the minister, to prevent forest fires in the republic, a set of measures is being taken for the fire-prevention arrangement of forests. Within its framework, in the current year, 2,395 km of new fire-fighting mineralized belts were created and maintenance of the existing mineralized belts with a total length of 4807 km was carried out. Work was carried out on the construction of fire-fighting roads with a total length of 93 km and reconstruction of the existing ones - 315 km. In addition, 137 recreation areas for citizens staying in the forests were improved, 516 information stands, notices, and fire-fighting shields were installed, 660 barriers were repaired and installed.

Advocacy and explanatory work among the population on the observance of fire safety rules in forests continues. Within the framework of the information campaign "Stop the fire!" to date, 1488 lectures, conversations, and speeches have been held at gatherings of citizens of rural settlements, 143 lessons in educational institutions, 11 thousand leaflets, memos, and brochures have been distributed.

"Currently, space, ground, and aviation monitoring of the fire hazardous situation are being carried out. In general, to date, 30 air patrols have been conducted with a total duration of 155 flight hours. In addition, due to the high class of fire hazard of forests in the southeastern part of Tatarstan, to conduct aerial reconnaissance, the Cabinet of Ministers of the Republic of Tatarstan allocated a Robinson helicopter for the next 10 days based in the city of Bugulma. Employees of the Main Directorate of the Ministry of Emergency Situations of Russia in the Republic of Tatarstan, as well as the inspectors of the forestry, take part in the flight," the minister added.

According to the Information System for Remote Monitoring of the Federal Forestry Agency, as of August 25 of this year, 1,011 thermal points were registered in the Republic of Tatarstan, which is 1.7 times more than in the same period last year.

Also in 2021, 14 forest fires occurred on the territory of the forest fund of the Republic of Tatarstan, 12 of them - in the southeast of the republic (in Aznakaevsky, Almetyevsky, Yelabuzhsky, and Leninogorsky forestries). The total area of forest fires was 160.24 hectares, including 154.64 hectares in the southeast.

In conclusion, Ravil Kuzyurov dwelled on the requirements established for tenants of forest areas in terms of ensuring fire safety in forests, taking measures to maintain oil and gas production facilities and protective zones of linear facilities, etc.

Deputy Head of the Main Directorate of the Ministry of Emergency Situations of Russia for the Republic of Tatarstan, Colonel of the Internal Service Marat Gumirov. He noted that the situation with fires and deaths in them on the territory of the republic remains tense and continues to cause concern. As of August 25 of this year, 4,567 fires were registered in Tatarstan, which is 19% more than last year, in which 120 people have already died, this is 42.8% more than the same period.

An increase in the number of fires is noted in 29 municipal districts, including Almetyevsky (from 254 to 369), Bugulminsky (from 100 to 112), Nizhnekamsky (from 216 to 260), Tukaevsky (from 160 to 313), and Yutazinsky (from 20 to 33).

Since the beginning of the spring-summer fire-hazardous period, 1,775 fires have been registered in the republic, associated with the burning of dry grass, garbage, solid household waste in open areas with a total area of more than 86 hectares, which is 21.8% more than last year.

Then the chairmen of the district commissions of the Leninogorsk and Almetyevsk municipal districts made brief reports on the current forest fire situation.

First Deputy Prime Minister of the Republic of Tatarstan Rustam Nigmatullin summed up the results of the meeting. "Our main task is to prevent emergencies, the spread of fires over large areas. Therefore, it is important to have a responsible attitude of every manager, every specialist," he said.

It is worth noting that also as part of a working trip to the Leninogorsk municipal district, the Minister of Forestry of the Republic of Tatarstan Ravil Kuzyurov examined the plots in quarter 43 of the Leninogorsky district forestry and quarters 74, 76 of the Shugurovsky district forestry of the Leninogorsky forestry, where forest fires occurred on August 22 and 23. Recall that the preliminary cause of the fires was a break in the wires of a high-voltage power line due to a windblow.

The employees of the Main Directorate of the Ministry of Emergency Situations of Russia in the Republic of Tatarstan, the State Budgetary Institution of the Republic of Tatarstan "Forest Fire Center", representatives of the forest fire units of the State Budgetary Institution "Leninogorsky forestry enterprise", the State Budgetary Institution "Bugulminsky forestry enterprise", PJSC Tatneft took part in extinguishing forest fires. The administration of the Leninogorsky municipal district also assisted. In total, 30 pieces of equipment and 87 people were involved.
