"This year, the powers for forest management have been redistributed from the regional to the federal level, work has begun on one of the most important sectoral documents - forest management instructions, the first cycle of state forest inventory has been completed, and the development of a unified federal information system of the forestry complex - FSIS LK - has begun. All these and many other solutions allow forestry to move to a new quality level, create conditions for the formation of forest dynasties, raise the prestige of forestry professions," said Ivan Sovetnikov.
He added that one of the priorities remains the provision of services in the field of forestry in electronic form - most entities have already switched to this form of work through a single portal of public services. Anyone who has not yet mastered this format of work must do this as soon as possible.
In his speech, Ivan Sovetnikov paid special attention to the topic of forest fires, noting that recently this phenomenon has lost its seasonality, becoming year-round.
"In 2018, the area of forest fires amounted to 8.5 million hectares, in 2019 - 10 million hectares, and in 2020 - 9.1 million hectares. Of course, you can talk a lot about weather conditions and blame everything on the elements. But management decisions made on time allow them to be prevented and to minimize the consequences," the head of Rosleskhoz emphasized.
He also recalled that the modernization of the forest protection system has begun - the cost item for fighting fires will be increased to the standard level. According to the instruction of the President of Russia, the costs of forest fire protection will amount to an additional 8 billion rubles. They are planned to be directed to the implementation of measures in four areas: aviation and ground monitoring of fire hazards, extinguishing forest fires, as well as increasing the number of traffic police officers. As a result, the regions will be able to bring the frequency of aviation patrolling of forests to the standard level, increase the number of flight hours, recruit a staff of paratroopers, and paratroopers-firefighters, thereby ensuring a timely response to emerging foci, and eliminate them on the first day.
