In the Nurlatsky Municipal District a large-scale work to make students legally informed has been done. In 35 schools of the district the legal lessons coincided with the All-Russian Day of Legal Assistance to Children were given. During the lessons the schoolchildren were explained the legal responsibility of minors, the necessity to be tolerant towards people of other nationalities and religions, the basic rules of conduct outdoors aimed at preventing child injury and unlawful acts.

In the Palace of Culture of the city a round table for the pupils of city schools “The rights and duties of minors” has been held. During the event, the Head of the Legal Department of the Ministry of Forestry of Tatarstan Marina Zaitseva, the staff of the Legal Department of the executive committee of the district, guardianship and education, Minors Affairs Department of the Ministry of Internal Affairs of Russia  for the Nurlatsky District gave individual consultations on legal issues, including the protection of  rights of juvenile orphans and legally free children, and on issues of legal assistance to the parents or legal representatives of pupils. The pupils and their parents asked questions concerning the uniform state exams, health care, pensions and employment.

During the day the notary offices and the public prosecutor's offices received citizens to mark the Day of Legal Assistance to Children.

The Social Council consists of veterans of forestry, who headed the Ministry in different periods of its activity, and industry experts. The Head of the Department Ildar Khalilov introduces his report on the activities for reforestation and afforestation which have been taken in the republic over the past five years. The Council’s mission is to analyze the work of the department and give recommendations for its improvement.

On the Day of Legal Assistance to Children the Head of Ministry’s Legal Department Marina Zaitseva consulted citizens on the defence of rights and interests of orphans and legally free children.

The annual all-Russian Day of Legal Assistance to Children is held on November 20 in all regions of the country within implementation of the Federal Law “On Free Legal Assistance in the Russian Federation”. On this day on the territory of the republic the lectures and seminars concerning the children's rights are also taken place. The free legal assistance can be obtained by orphans, legally free children, disabled children, as well as by their legal representatives and guardians, adoptive parents and those who are willing to take care of a child who lost his/her family.

The Forestry Department of the Volga Federal District together with the Federal Forestry Agency holds a video conference “The interaction of the Federal Bailiff Service of Russia and the Federal Forestry Agency in terms of compliance with the requirements of the enforcement documents for damages for the forest legislation infringement, debt collection to pay for the use of forests as well as recovery of administrative fines imposed for violations in the sphere of forest relations” (following the results of the first 9 months of 2015).

The staff of the Legal Department and the Department of the Forest Fund State Control and Supervision takes part in the meeting.

Following the results of the creativity competition “March of Parks 2015” the Department of Biodiversity has prepared a collection of works of schoolchildren “In the front-line forest”. The collection includes stories, essays, and poems about the silviculturists fought in the Great Patriotic War and restored forestry in the postwar years. The children have done a great patriotic work by writing memories of their relatives and fellow villagers; they have sent drawings and photographs.

The collection “In the front-line forest” will be distributed in the schools of the republic.

As part of the Spartakiad among the civil servants of the Republic of Tatarstan in the Kazan Tennis Academy the badminton competitions took place. The experts from the Ministry of Finance of the Republic of Tatarstan and the Ministry of Economy of the Republic of Tatarstan were our competitors.

The team of the Ministry of Forestry was represented by the Head of Forest Protection and Conservation Section Nail Mirsiyapov, the Lead Consultant of the Reafforestation Department Alsu Samigullina, the Principal Adviser of the Reafforestation Department Timur Galiev.

In recent years the Ministry establishes long-term strategic relationships with leading Russian and Tatarstan university centers and individual scientists in the area of forestry. The scientists and staff of the St. Petersburg State Forest Technical University named after S.M.Kirov carried out researches on introduction of advanced methods of forest management in the republic.

The Minister of Forestry of Tatarstan Almas Nazirov and the Rector of the University, Yuri Belenky, Doctor of Engineering, signed a cooperation agreement which is provided for the training and further training of forest specialists. To this end, Yuri Belenky visited the Lubyansky Forest Engineering College where he told the students about the university and its system of forestry education. As the rector of the university noted, only the prospect for a better future can attract the young people’s attention to the university. Tatarstan, which he visited for the first time, and the attention paid to the forestry, gives hope that the experts will always be in demand in the industry.

The Dean of the Advanced Training Faculty of the University, Professor, and Candidate of Engineering Vladimir Katsadze answered the question of the Ministry experts.

The Prime Minister of Russia Dmitry Medvedev signed a decree that prohibits the burning of dry grass in the agricultural fields, reserve lands, protected areas of railways, overpasses and product pipelines. Previously, it was only a prohibition on the burning of stubble and building of bonfires in the fields. Now, it is not allowed to burn dry grass also on agricultural land, protected zones of railways, overpasses and product pipelines.

The changes are aimed at the promotion of fire safety of populated areas, infrastructure facilities and forest reserves.

The proposal to tighten the rules of dry grass burning was previously made by the head of the Federal Forestry Agency, the Deputy Minister of Natural Resources Ivan Valentik. According to him, the dry grass burning is the main cause of wildfires occurring in Russia almost every summer. The last large-scale emergency of this kind was the autumn wildfires in Khakassia during which 15 people died.

The model inventors are the specialists of the State-Financed Institution “Scientific-Experimental Sabinsky Forestry Establishment”, They are actively engaged in the implementation of research and development and manufacturing achievements in the forestry of the republic. The Saba planting iron has been used for several years in the forestry plantations in the Sabinsky Forestry, and it was recommended by the Ministry to work with in other forestries of the republic.

Every year in winter at the premises of the Lubyansky Forest Engineering College the training of the wildfire fighting heads – the newly appointed directors of the state-financed institution “Leskhoz” and chiefs of type II and type III fire and chemical stations – is taken place. Training includes theoretical and practical parts. The classes are given by highly qualified wildfire fighting specialists. In addition, the trainees are taught the population evacuation rules and first aid to victims of fire.
