The Ministry hosted a meeting of the commission on the prevention and suppression of illegal logging, transportation, processing, sale, and export of timber

Today, the Ministry of Forestry of the Republic of Tatarstan hosted a meeting of the Interdepartmental Commission on the prevention and suppression of illegal harvesting, transportation, processing, sale, and export of timber in the Republic of Tatarstan. The meeting was held by videoconference under the chairmanship of the First Deputy Minister of Forestry of the Republic of Tatarstan Ilgizar Zaripov.

Airat Akhmerov, head of the department of state control and supervision of the Ministry, and Timur Galiev, head of the department of forest reproduction and afforestation, made reports at the meeting.

In the course of his speech, Airat Akhmerov dwelled on the results of the interdepartmental preventive action “Lesovoz” held this year and the upcoming changes in the legislation in the field of timber transportation. In particular, he recalled that by Decree of the Government of the Russian Federation dated October 16, 2020 No. 1696, a new form of an accompanying document for the transportation of timber was approved.

“From January 1, 2022, the accompanying document for the transportation of wood and products of its processing will be generated exclusively in electronic form using LesEGAIS,” said Airat Akhmerov. “It will have to indicate information about the owner, consignor, consignee, carrier of timber, its volume, species, and assortment, points of departure and destination, the number of the state registration plate of the vehicle on which the timber is transported, as well as details of transactions with timber.”

The head of the forest reproduction and afforestation department, Timur Galiev, acquainted the meeting participants with innovations in the field of compensatory reforestation, which should be carried out by persons using forests following Articles 43-46 of the Forest Code of the Russian Federation, and persons who have applied for a petition or an application to change the designated purpose of the forest plot.

“Following Federal Law No. 303-FZ of July 2, 2021, the period for compensatory reforestation or afforestation has been increased from one to three years. Also, this law has expanded the list of works to be performed by the forest user. Among them is the agrotechnical care of forest crops,” said Timur Galiev.

According to him, non-compliance by citizens, legal entities that use forests, forestry regulations, and a forest development project in terms of forest reproduction is the basis for early termination of lease agreements for forest plots, contracts for the sale and purchase of forest plantations, as well as for forced termination of the right of permanent (unlimited) or free use of forest plots.

In addition, forest users can be brought to administrative responsibility for violating the requirements of forest legislation. Fines are stipulated for 5 to 300 thousand rubles.
