Today, the Ministry hosted a public discussion of the results of law enforcement practice in the field of federal-state forest control (supervision) for the 2nd half of 2021. The event was held in conference mode based on the Zoom platform.
The meeting was attended by the First Deputy Minister of Forestry of the Republic of Tatarstan Ilgizar Zaripov, heads of forest rangers, their deputies, engineers for the protection and protection of forests, forest foremen, and forest users.
Airat Akhmerov, head of the department of state control and supervision of the Ministry, made a keynote speech at the event. He said that as of December 15 of this year, state forestry inspectors carried out more than 21.3 thousand patrols of forest lands, 1071 reports on administrative violations were drawn up. The most common offenses are violations of fire and sanitary safety rules in forests.
Also, Ayrat Akhmerov dwelled on the results of inspections of legal entities and individual entrepreneurs, interdepartmental operational and preventive measures "Lesovoz", "Yel", the work of the Interdepartmental Commission on the prevention and suppression of illegal logging, transportation, processing, sale and export of timber in the Republic of Tatarstan, the consideration of the results of applications and appeals of citizens, etc.
The speaker paid special attention to the amendments that have come into force in the legislation concerning the implementation of federal state forest control (supervision). "As part of a large-scale reform of the sphere of control and supervisory activities, Federal Law No. 248-FZ of July 31, 2020, establishing a new procedure for organizing and exercising state and municipal control was adopted. In the law, it means the activities of control (supervisory) bodies, the purpose of which is to prevent, identify and suppress violations of mandatory requirements," said Ayrat Akhmerov. "This is achieved by preventing violations, assessing compliance by citizens and organizations with mandatory requirements, identifying violations, suppressing them, and eliminating the consequences of violations."
At the end of the meeting, a discussion and exchange of views took place on the results of law enforcement practice in the field of federal-state forest control (supervision) and the possibilities of increasing its efficiency.
