Today, the Ministry hosted a training session for state forest inspectors on the implementation of federal state forest control (supervision) on the lands of the forest fund of the Republic of Tatarstan. The event, which was held in online and offline formats, was attended by the First Deputy Minister of Forestry of the Republic of Tatarstan Ilgizar Zaripov, heads of forestry forestries, their deputies, engineers for the protection and protection of forests, forest foremen, directors of forestry enterprises of the republic.
First Deputy Minister Ilgizar Zaripov greeted the participants of the seminar. "This year, several changes have come into force in the area of federal-state forest control (supervision). As part of the lesson, topical issues related to your activities will be raised, a new regulatory and legal framework will be presented," he noted. "For the coming period, we are faced with the task of increasing the efficiency of work on the prevention and detection of violations of forest legislation, the quality of control, and supervision activities. This applies to every state forest inspector."
Airat Akhmerov, Head of the Department of State Control and Supervision of the Ministry, made a keynote speech. He spoke about the main provisions of the Federal Law of July 31, 2020, No. 248-FZ "On State Control (Supervision) and Municipal Control in the Russian Federation" and Decree of the Government of the Russian Federation of June 30, 2021 No. 1098 "On Federal State Forest Control (Supervision)".
"Federal Law No. 248-FZ shifts the emphasis from inspections to the prevention of offenses," emphasized Airat Akhmerov. "Introduced such types of preventive measures as information, generalization of law enforcement practice, the announcement of warnings, counseling and preventive visit. In terms of control and supervisory measures, an inspection visit, an on-site inspection, a documentary inspection, an on-site inspection, observation of compliance with mandatory requirements, and an on-site examination are envisaged."
When exercising state forest control (supervision), a risk assessment and management systems are applied, the speaker added. "According to the established requirements, objects of control are related to three categories of risk - significant, moderate, and low," said Ayrat Akhmerov. "The frequency of control and supervision activities depends on this."
The speaker also dwelled on forest protection issues, the procedure for entering data into the Unified Register of Control (Supervisory) Measures and Appealing Decisions, Actions (Inaction) of Officials Exercising Federal State Forest Control (Supervision).
At the end of the lesson, Airat Akhmerov answered the participants' questions, in particular, about the issuance of warnings about the inadmissibility of violating the mandatory requirements and requirements established by municipal legal acts in terms of the forest legislation of the Russian Federation, drawing up acts on administrative offenses, etc.
