The Ministry of Forestry of the Republic of Tatarstan discussed the results of law enforcement practice

Today, the Ministry of Forestry of the Republic of Tatarstan hosted a public discussion on the results of law enforcement practice. The meeting was attended by the First Deputy Minister of Forestry of the Republic of Tatarstan Ilgizar Zaripov, heads and specialists of the structural divisions of the Ministry, heads of forestries, their deputies, etc.

Airat Akhmerov, Head of the Department of State Control and Supervision of the Ministry, made a keynote speech at the event. During his speech, he acquainted the participants of the videoconference with the results of the federal state forest control (supervision), forest protection, and the latest changes in forest legislation. Airat Akhmerov paid special attention to the regulatory legal acts regulating the implementation of forest protection - Article 98.2 of the Forest Code of the Russian Federation, Order of the Ministry of Natural Resources and Ecology of the Russian Federation dated December 15, 2021 No. 955 and Order of the Ministry of Forestry of the Republic of Tajikistan dated April 8, 2022

“When carrying out patrols, state forest inspectors can carry out a photo or video recording, as well as use other technical means, including unmanned aerial vehicles that can provide cartographic, cartometric, and photogrammetric measurements,” the speaker recalled.

In addition, Airat Akhmerov focused on the main provisions of the Federal Law of July 31, 2020, No. 248-FZ, types of control, supervisory and preventive measures.

“This year, the Government of the Russian Federation decided to cancel the planned control and supervision measures. Unscheduled control and supervision activities can be carried out in exceptional cases, for example, if there is a threat of a natural or man-made emergency,” the head of the department informed. “At the same time, it is necessary to coordinate their conduct with the prosecution authorities.”

Then First Deputy Minister Ilgizar Zaripov answered the questions of the participants of the videoconference concerning the implementation of federal state forest control (supervision), registration of forest plots for lease, etc.

At the end of the meeting, a discussion and exchange of views took place on the results of the law enforcement practice of the Ministry and the possibilities for improving its effectiveness.
