Today, the Ministry held a training session for state forest inspectors on the implementation of federal state forest control (supervision) and forest protection on the lands of the forest fund of the Republic of Tatarstan. The event was attended by the First Deputy Minister of Forestry of the Republic of Tatarstan Ilgizar Zaripov, the head of the Department of State Control and Supervision of the Ministry Airat Akhmerov, foresters, their deputies, local foresters, and engineers for the protection and protection of forests of the republic's forestries.

The seminar was opened by First Deputy Minister Ilgizar Zaripov. “Over the past year, several changes have been made to forest legislation regarding federal-state forest control (supervision),” he said. “So, for example, supervision in the field of seed production and fire supervision in forests were abolished, but the procedure for the implementation of forest protection was approved. At the end of the event, we will answer all your questions.”

Head of the State Control and Supervision Department Airat Akhmerov made the keynote speech. He spoke about the normative legal acts regulating the implementation of forest protection, the rights, and obligations of state forest inspectors, and the specifics of formalizing assignments and acts of patrolling forests.

“Annually, by December 30, forest patrol schedules and route maps must be approved,” Airat Akhmerov recalled. “The length of the route is set based on the possibility of patrolling the forests within one working day. If necessary, it is allowed to change the patrol route.”

The speaker also focused on the main provisions of the Federal Law No. 248-FZ dated July 31, 2020, Decree of the Government of the Russian Federation No. 1098 dated June 30, 2021, the risk assessment and management system, types of control, supervisory and preventive measures, the procedure for administrative inspection of forests, civil law responsibility in terms of execution of contracts for the sale of forest plantations and lease agreements for forest plots.

“According to Decree of the Government of the Russian Federation No. 336 dated March 10, 2022, planned control and supervision measures have been canceled this year. Unscheduled control and supervision activities can be carried out in exceptional cases, for example, if there is a threat of a natural or man-made emergency. At the same time, it is necessary to coordinate their conduct with the prosecution authorities,” Airat Akhmerov concluded.
