Today IA “Tatar-inform” hosted a press conference dedicated to the introduction in the Republic of Tatarstan of a regime of restricting the stay of citizens in forests and the entry of vehicles into them. Ilgizar Zaripov, First Deputy Minister of Forestry of the Republic of Tatarstan, spoke about the features of the regime, as well as the work carried out by the Ministry to prevent the occurrence of forest fires.

“From July 6, hot weather has set in on the territory of the Republic of Tatarstan. In some places, the air temperature reaches +31˚С,” Ilgizar Zaripov said.” In connection with the increase in the fire hazard class in forests, Decree of the Cabinet of Ministers of the Republic of Tatarstan dated July 8, 2022 No. 655 introduced a restriction on the stay of citizens in forests and the entry of vehicles into them from July 8 to 21 calendar days. Restrictions are set for forests located on the lands of the forest fund within the boundaries of Aksubaevsky, Alkeevsky, Apastovsky, Verkhneuslonsky, Vysokogorsky, Kaibitsky, Pestrechinsky municipal districts of the republic and the city of Kazan.

“Taking into account the fact that in the near future the air temperature in the daytime will warm up to 31˚С in the shade, it is predicted that the IV class of fire hazard may be established in other areas. In this case, amendments to the resolution may be adopted and restrictions may be introduced in other municipalities, depending on the situation,” the speaker added.

According to the First Deputy Minister, during the period of the resolution, the stay of citizens in the forests, the entry of vehicles into them and the performance of certain types of work in the forests are limited, with the exception of the through passage on public roads of persons engaged in activities for the use of forests in accordance with the current legislation.

“According to the resolution, work was carried out to install warning notices about the introduction of restrictions, the period of its validity and the blocking of forest roads with barriers. The specialists of the forest industry have organized round-the-clock duty, increased patrolling in forest areas, and organized temporary posts in places of mass visits to forests on weekends,” said Ilgizar Zaripov.

In general, fire safety in the forest is provided by 20 type II forest fire stations as part of the State Budgetary Institution of the Republic of Tatarstan “Leskhoz”, 5 type III forest fire stations as part of the State Budgetary Institution of the Republic of Tatarstan “Forest Fire Center” and 14 points of concentration of fire fighting equipment.

According to the Consolidated plan for extinguishing forest fires on the territory of the Republic of Tatarstan, the number of forest fire formations is 416 people, the equipment is 338 units of various equipment.

In the event of an emergency, the forces and means of legal entities - 1,794 people and 588 pieces of equipment and the Main Directorate of the Russian Emergencies Ministry for the Republic of Tatarstan - 1,002 people and 368 pieces of equipment can be involved in the fight against forest fires.

Currently, the Republic of Tatarstan is conducting space, aviation and ground-based monitoring of a fire hazard situation, campaigning and explanatory work is being carried out among the population on compliance with fire safety rules in forests, and the regional dispatch service of the State Budgetary Institution of the Republic of Tatarstan “Forest Fire Center” is also working around the clock.

In conclusion, Ilgizar Zaripov recalled that in accordance with the Federal Law of May 28, 2022 No. 141-FZ “On Amendments to the Code of Administrative Offenses of the Russian Federation”, liability for violation of fire safety rules in forests has been tightened this year. So, now such a violation entails the imposition of an administrative fine on citizens in the amount of 15 to 30 thousand rubles (instead of the previously provided from 1.5 to 3 thousand rubles), on officials - from 30 to 50 thousand rubles (previously - from 10 to 20 thousand rubles), for legal entities - from 100 to 400 thousand rubles (previously - from 50 to 200 thousand rubles).
