According to him, the implementation of measures to destroy or suppress the number of harmful organisms is regulated by the order of the Ministry of Natural Resources and Ecology of the Russian Federation dated November 9, 2020 No. 913. Planning of such measures is carried out in accordance with the document that is the basis for carrying out these activities - justification.
“Justifications are compiled by authorized bodies based on the results of an inventory of pest outbreaks, carried out on the basis of state forest pathological monitoring data. Such a document should prove the necessity and expediency of carrying out measures to destroy or suppress the number of harmful organisms,” said the First Deputy Minister. “The justifications are submitted for approval to the executive authorities no later than December 1 of the year preceding the year of the implementation of the measures.”
“A measure to combat the gypsy moth is the treatment of plantations with insecticides in the spring, after the rise and spread of the caterpillars along the crowns, in the first or second decade of May. Carrying out measures for the destruction or suppression of the number of harmful organisms can be carried out by ground or air methods,” added Ilgizar Zaripov. “It is necessary to take into account all the norms of the law and prepare justifications in a timely manner.”
