The updated Rules* will make it possible to officially record the actual harvesting of wood before submitting a report on the use of forests.
Updates to the Rules also apply to the requirement to submit declarations of timber transactions, timber balance reports, and electronic accompanying documents. Also, the first requirements appear in the Rules related to updating reports on the use of forests and entering into the LesEGAIS system information on fixing the results of accounting for wood before it is removed from the forest.
“In connection with the innovations, much remains to be done: to revise the existing forms in the system and introduce new ones, while maintaining the continuity of documents, to help forest users understand the changes. The new functionality should be operational by March 1, 2023. A year ago, tracking timber was difficult, because once filling out the documents, a timber truck could travel for weeks until it was stopped by the first post. Today, thanks to the LesEGAIS system, the movement of the gray forest is blocked. Simply put, the changes are aimed at improving the legal regulation of certain issues of decriminalization of the forest complex and at the development of LesEGAIS,” said Vyacheslav Spirenkov, Deputy Head of Rosleskhoz.
The changes will come into force on March 1, 2023, until then, information will be filled in according to existing forms**.
In order to increase the effectiveness of control over the harvesting and sale of timber when it is exported from the Russian Federation, interaction between LesEGAIS and information systems of the Federal Customs Service of Russia is envisaged. This will remove interdepartmental barriers, since the Federal Customs Service of Russia will not have to spend time checking the legality of the exported cargo. From March 1, 2023, forest users will enter into the system information about timber declared and exported from the territory of the Russian Federation.
