Today, on the basis of the Higher School of State and Municipal Administration of Kazan (Volga Region) Federal University, a round table was held on the topic “Prevention of emergency situations in a rural settlement”. The event was organized as part of the advanced training program for the heads of rural settlements “Modern approaches to the management of rural settlements”.
The round table was attended by the Minister of Forestry of the Republic of Tatarstan Ravil Kuzyurov, Deputy Head of the Supervisory Department of the Main Directorate of the Ministry of Emergency Situations of the Russian Federation for the Republic of Tatarstan Maxim Trushchin, Head of the Department of State Forestry Control and Supervision of the Ministry of Forestry of the Republic of Tatarstan Airat Akhmerov and others.
During the round table, issues related to ensuring fire safety, protecting territories from natural and man-made emergencies were discussed.
The Minister of Forestry of the Republic of Tatarstan Ravil Kuzyurov spoke about the ongoing work to prevent the occurrence of forest fires. He said that fire safety in the forest is provided by 20 type II forest fire stations as part of the State Budgetary Institution of the Republic of Tatarstan “Leskhoz”, 5 type III forest fire stations as part of the State Budgetary Institution of the Republic of Tatarstan “Forest Fire Center” and 14 points of concentration of fire fighting equipment.
“Within the framework of the fire season, systematic space, aviation and ground-based monitoring of the fire situation is carried out, propaganda and explanatory work is carried out among the population on compliance with fire safety rules in forests, as well as a set of measures for fire-prevention arrangement of forests,” said Ravil Kuzyurov.
The Minister recalled that, in accordance with clause 10 of Decree of the Government of the Russian Federation No. 1614 dated 07.10.2020, from the day the snow cover melts until the establishment of stable rainy autumn weather or the formation of snow cover, state authorities, local governments, institutions, organizations, peasant (farm) households, public associations, individual entrepreneurs, citizens owning, using and (or) disposing of the territory adjacent to the forest, must ensure their cleaning from dry grassy vegetation, crop residues, dead wood, logging residues, production and consumption waste and other combustible materials on a strip of width not less than 10 meters from the borders of the territory and (or) forest, or separated by a fire-resistant mineralized strip with a width of at least 1.4 meters or another fire barrier.
“Also, you all know how dangerous agricultural fires are. In accordance with paragraph 185 of the Decree of the Government of the Russian Federation of September 16, 2020 No. 1479, it is prohibited to burn dry grassy vegetation, stubble, crop residues on agricultural lands, reserve lands and lands of settlements. Agricultural producers who allowed the outbreak of fires as a result of burning dry grassy vegetation can not only be fined, but also deprived of subsidies,” concluded Ravil Kuzyurov.
