As part of the implementation of the provisions of 280-FZ dated July 29, 2017, Tatarstan plans to create a Digital Database of Forest Fund lands by the end of the year and bring the data of the state forest registry into line with the USRN data.
In the Republic of Tatarstan, a unique project is being implemented to create a digital database of the forest fund lands of the region, which will help solve several urgent tasks facing the forest complex of the region at once. The initiator and customer of the project is the Ministry of Forestry of the Republic of Tatarstan, the executor is InnoGeoTech, a subsidiary of Innopolis University, founded jointly with RVC JSC.
At the moment, the first stage of work has been completed in 6 forestries of the republic - Lubyansky, Zelenodolsky, Sabinsky, Isleytarsky, Bavlinsky, and Laishevsky. To this end, InnoGeoTech specialists performed several cartographic tasks, including work to bring the allotment network to the borders of forest areas approved by the order of the Federal Forestry Service, and analysis of data from the Unified State Register of Real Estate. Also, 570 materials with data on forest fund lands were scanned. Thanks to this, data on more than 170 thousand hectares of land are now available in a machine-readable vector form. Until the end of the year, similar work will be carried out in the other 25 forestries of the region.
The digital database is designed to help solve the problem of discrepancy between the USRN data and the state forest registry. To do this, the boundaries of forestries approved by the Federal Forestry Service are correlated with the USRN data, that is, with lands of other categories (for example, agricultural land or settlements). Next, the register of intersections of forest plots with lands of other categories is analyzed, where each forest plot has a status depending on the actual situation.
In addition, a digital database is a tool for regulating the forest management of the region. To do this, based on the scanned map materials, a digital layer of leased plots is created - these are forest fund plots that are transferred for fixed-term or unlimited, as well as gratuitous use to tenants. The digital database is the basis for the creation of the projected Regional Forest Management System (RSFM), which should transfer the management and control of the forest fund to a fully digital format.
The InnoGeoTech company was established in 2017 by Innopolis University together with RVC JSC to develop and pilot the Digital Model of the Republic of Tatarstan (DMRT) project as part of the Aeronet roadmap plan of the National Technology Initiative. In addition to the agriculture industry, the company is also engaged in the creation of solutions for monitoring the forest fund and real estate, the creation of digital twins of cities, and other spaces.
