Rosleskhoz: from March 1, 2023, a new forest inventory instruction will come into force

The corresponding order* was registered by the Ministry of Justice of Russia.

The forest management instruction is an important document that is used to assess the state of forests and determine their quantitative and qualitative characteristics.

“New forest management instruction – new opportunities in accounting for Russian forests. For the first time, based on scientific developments, the document defines the criteria for establishing forest development zones according to the degree of their intensity. First of all, this is the development of the calculation of the cutting area, the leased area, road density, and other indicators that will allow planning such objects as a priority,” said Anastasia Vinokurova, Deputy Head of the Federal Forestry Agency.

She also added that with the transition of the forest industry to “digital” forest management documentation will be drawn up exclusively in electronic form. All information received will be kept in the FSIS LC.

It should be noted that in the forest management instructions, considering the importance of preserving the ecological functions of forests, the criteria for classifying forests as protective ones are clarified, signs of the allocation of especially protective areas, and standards for their design are established. Another of the innovations is the creation and change of the boundaries of specially protected forest areas around settlements based on proposals from local governments. Initiative groups of citizens will also be able to participate in decision-making. Even though the new instruction will come into force on March 1, 2023, Rosleskhoz is already receiving the results of residents’ meetings on such issues, and using data from the USRN, information on the boundaries of zones with special conditions will be used.

In addition, new opportunities are provided for carrying out forest inventory - a complex process of recognizing forest plantations using aerial and space photography, artificial neural networks, and other automated methods.
