Victoria Abramchenko approved a “road map” to improve the forest fire protection system

Deputy Prime Minister of the Russian Federation Viktoria Abramchenko approved a “road map” to improve the forest fire protection system. The document includes blocks of measures for the prevention and suppression of forest fires, as well as the introduction of effective technologies for monitoring fire hazards.

According to Deputy Prime Minister Victoria Abramchenko, the most important in the list of measures will be the creation in 2021 of an interregional forest fire center “Sever”, designed to extinguish fires in the most flammable regions, in remote and remote areas, in particular in the Republic of Sakha (Yakutia) and Krasnoyarsk Territory.

She also noted that in order to make verified management decisions in terms of extinguishing forest fires, bringing to justice those responsible for their occurrence, the Ministry of Natural Resources was tasked to approve the methodology for calculating damage from forest fires. The effectiveness of the bodies of inquiry of the Ministry of Emergency Situations, which inspect the territory of a forest fire with significant areas covered by fire, must be ensured through the introduction and use of modern technologies. We are talking about long-range unmanned aerial vehicles equipped with digital technology for photo and video filming, as well as high-precision navigation devices for establishing the coordinates of a forest fire site.

In terms of additional digital solutions, the information system for remote monitoring of the Federal Forestry Agency will be modernized for prompt response and forecasting the development of fires.

In addition, annually from 2022, an increase in the number of the airborne fire service of the constituent entities is envisaged. In addition, it implies strengthening control over the implementation of measures to prevent forest fires, ensuring the readiness of forces and means before the start of a fire hazardous season, as well as taking additional measures to bring persons responsible for forest fires to justice.

As part of the implementation of effective technologies for monitoring fire hazards and extinguishing forest fires, a set of joint measures with the state corporation Roscosmos is envisaged. It is planned to launch spacecraft to ensure operational all-weather round-the-clock detection of changes in forest fire conditions, as well as obtaining data from spacecraft for remote sensing of the Earth with the characteristics and quality required for solving problems of monitoring fire hazards in forests and forest fires, including in remote areas. In 2025, it is expected to create a space complex for operational monitoring of man-made and natural emergencies based on the space system with the Kanopus-V-O spacecraft.
