An expanded meeting of the board on the topic “On the results of the work of the Ministry of Forestry of the Republic of Tatarstan in 2020 and tasks for 2021” was held today at the Ministry. The event was attended by First Deputy Prime Minister of the Republic of Tatarstan Rustam Nigmatullin, Head of the Forestry Department for the Volga Federal District Alexander Ornatsky, Chairman of the Committee of the State Council of the Republic of Tatarstan on ecology, nature management, agro-industrial and food policy Azat Khamaev, Chairman of the Association “Council of Municipal Formations of the Republic of Tatarstan” Exam Gubaidullin, representatives of ministries and departments, deputy heads of municipal districts, forestry managers and directors of forestry enterprises of the republic.
Ravil Kuzyurov, Minister of Forestry of the Republic of Tatarstan, made a keynote speech on the work performed on the protection, protection and reproduction of forests. He said that in 2020, the republic continued the implementation of the regional project “Preservation of forests in the Republic of Tatarstan” within the framework of the federal project “Preservation of forests” of the national project “Ecology”. According to the project, work was carried out on reforestation and afforestation on an area of 4.8 thousand hectares. The indicator “The ratio of the area of reforestation and afforestation to the area of cut and dead forest stands” for 2020 was 179% (the planned value is 69.8%).
Along with this, last year, work was carried out on agrotechnical care for forest crops on an area of 16 thousand hectares, supplementing forest crops on an area of 4.5 thousand hectares, laying protective forest plantations on 2.4 thousand hectares. 23.3 tons of seeds of the main forest-forming species were harvested and 37.4 million pieces of standard planting material were grown, incl. on the basis of the Forest Seed Breeding Center of the Republic of Tatarstan ‒ 12 million pieces with a closed root system.
“This amount of planting material is sufficient for the creation of forest crops and the establishment of protective forest plantations this year,” Ravil Kuzyurov emphasized.
In order to improve the sanitary condition of forest plantations, in 2020, a forest pathological survey was carried out on an area of 23 thousand hectares and sanitary and recreational measures were carried out on an area of 4.9 thousand hectares.
One of the main tasks of the Ministry is the implementation of federal state forest supervision (forest protection) on the lands of the forest fund of the Republic of Tatarstan. Last year, 21.3 thousand patrols were carried out in the forests, 1151 protocols of administrative offenses were drawn up, 715 decisions were issued on bringing to administrative responsibility, 196 fines were collected for a total of 961.7 thousand rubles. Also, interdepartmental operational and preventive measures “Lesovoz” and “Spruce” were carried out.
“Another important area of work of the Ministry is the protection of forests from fires. In 2020, the fire season in the forests in the Republic of Tatarstan was opened on April 6 and closed on October 20, its duration was 198 days. In preparation for it, the “Consolidated plan for extinguishing forest fires on the territory of the Republic of Tatarstan” was developed and approved, all type II and III forest fire stations, fire-fighting equipment concentration points at the republic's forestry enterprises were checked, cooperation agreements were prolonged, forest fire units, mobile fire extinguishing groups were formed, ‒ noted Ravil Kuzyurov. ‒ During the fire season, control over the observance of fire safety rules in forests was strengthened, space monitoring of the fire hazard situation, aviation and ground, was carried out. Also, a set of measures for fire-prevention arrangement of forests was carried out”.
Thanks to the support of the Government of the Russian Federation, the Federal Forestry Agency and the President of the Republic of Tatarstan R.N. Minnikhanov, last year the fleet of equipment of the subordinate institutions of the Ministry was significantly updated. A total of 189 units were purchased. forestry, forest fire, logging equipment and 21 units equipment.
The Geoinformation System of the Forest Fund of the Republic of Tatarstan was also introduced. Thanks to integration with the service for monitoring and control of the state of the forest fund based on remote sensing data, this system allows you to automate the activities for accounting and management of forest resources, to timely identify changes in the forest fund, inclusive illegal felling of forest plantations, burnt-out forest areas, areas with forest pathology, illegally erected buildings and structures.
“Our next step will be the transfer of state services provided by the Ministry of Forestry of the Republic of Tatarstan into electronic form, ‒ the minister said. ‒ In this matter, we hope for help from the Ministry of Digital Development of the republic”.
It is worth noting that in 2020, cooperation between the Ministry of Forestry of the Republic of Tatarstan and the Technical University of Dresden (Federal Republic of Germany) continued on the implementation of the research project “Development of the concept of sustainable forestry in aspen plantations and their use in the Republic of Tatarstan “ASTAT”. It is expected that, following its results, a set of forestry measures for growing aspen plantations and proposals for organizing aspen processing will be developed.
“In addition, last year, the implementation of a program for the overhaul of buildings of subordinate institutions of the Ministry began, measures to support young specialists came into force and the level of wages of workers in the industry was significantly increased, ‒ said Ravil Kuzyurov. ‒ The first one-time cash payments from the republican budget were received by 8 young specialists”.
“At the end of my speech, I would like to wholeheartedly thank the President of the Republic of Tatarstan Rustam Nurgalievich Minnikhanov, Deputy Minister of Natural Resources and Environment of the Russian Federation ‒ Head of the Federal Forestry Agency Sergey Mikhailovich Anoprienko, Forestry Department for the Volga Federal District, Government and State Council of the Republic of Tatarstan, heads of municipal districts, law enforcement agencies, teams of the Ministry of Forestry of the Republic of Tatarstan and subordinate structures, as well as all citizens who are not indifferent to the fate of the forest for their support and purposeful work for the benefit of the development of the forest complex,” Ravil Kuzyurov concluded.
Further, during the meeting, the head-forester of the State Budgetary Institution of the Republic of Tatarstan “Bugulminsky forestry” Gulnara Mukhametkhanova and the director of the State Budgetary Educational Institution “Lubyanka Forestry College” Rim Fakhraziev spoke.
Gulnara Mukhametkhanova dwelled on the results of the work carried out within the framework of the state assignment in 2020, the environmental actions carried out, work with school forestries, etc.
Rim Fakhraziev briefed the meeting participants on the activities of the Lubyanka Forestry College. He recalled that the college has been training mid-level specialists for the forestry of the Republic of Tatarstan and other subjects of the Russian Federation since 1921. During this time, more than 9.5 thousand specialists graduated.
“Currently 362 students study at the college, 93 of them are correspondence students. At the expense of the regional budget, three specialties “Forestry and forest park economy”, “Garden and park and landscape construction”, “Economics and accounting (by industry)” are implemented, ‒ added Rim Fakhraziev. ‒ We have created all the conditions for successful student learning: we have specialized classrooms and laboratories, a library, a gym, computer classes, a forest area for research and educational activities. A hostel is provided for nonresidents”.
Afterwards, the head of the Forestry Department for the Volga Federal District, Alexander Ornatsky, made a presentation on the topic “On the execution of the delegated powers of the Russian Federation in the field of forest relations in the Republic of Tatarstan in 2020”.
He noted that systematic work is being carried out in Tatarstan for the protection, protection and reproduction of forests. In 2020, experts ensured the full implementation of measures for reforestation, forest management, forest fire protection, etc.
“In general, the region confidently occupies a leading position in the rating of the constituent entities of the Russian Federation from year to year,” noted Alexander Ornatsky.
Summing up the results of the meeting, First Deputy Prime Minister of the Republic of Tatarstan Rustam Nigmatullin emphasized that due to the pandemic, 2020 turned out to be a difficult year for workers in all spheres and industries. “At the same time, the year was in many respects a turning point for the forestry complex. Following the results of the meeting held at the end of September, the President of the Russian Federation Vladimir Putin approved a list of instructions for the development and decriminalization of the industry, ‒ he noted. ‒ I am confident that Tatarstan will successfully cope with new large-scale tasks”.
The First Deputy Prime Minister of the Republic of Tatarstan noted that the Ministry of Forestry of the Republic of Tajikistan has a comprehensive approach to forestry management and the implementation of state policy in the field of forestry relations. This confirms the achievement of the target indicator of the federal project “Conservation of Forests” of the national project “Ecology”, namely, ensuring the balance of disposal and reproduction of forests in a ratio of more than 100%.
“As tasks for 2021, I would like to designate ensuring the implementation of the indicators of the federal project “Preservation of Forests” and the sectoral program “Development of forestry in the Republic of Tatarstan until 2024”, as well as the implementation of a set of measures for the protection, protection and reproduction of forests within the framework of the state assignment, ‒ said Rustam Nigmatullin. ‒ Along with this, special attention should be paid to the preparation for the fire hazardous season in the forests of 2021, to strengthen control over the harvesting, transportation, processing and sale of wood, and to continue work on setting forest areas for cadastral registration and establishing the boundaries of forestries”.
The meeting ended with an award ceremony for distinguished workers in the forestry industry of the Republic of Tatarstan. The badge “For saving and increasing the forest resources of Russia” was presented to the foreman of the forestry of the State Institution of the Republic of Tatarstan “Arsky forestry” Taufik Kamalov. The honorary diploma of the Federal Forestry Agency was awarded to the head of the lease relations department of the Ministry of Forestry of the Republic of Tatarstan Fanil Akhmadullin, the district forester of the GKU RT “Prigorodny forestry” Fanis Shaimullin, the head-forester of the GKU RT “Bugulminsky forestry” Gulnara Mukhametkhanova, the thanks to the Federal Agency of Forestry ‒ Forester of GKU RT “Zainsky forestry” Tatyana Vakhterova. The honorary title “Honored Forester of the Republic of Tatarstan” was awarded to Akhat Khasanov, head-forester of the State Institution of the Republic of Tatarstan “Mamadyshsky forestry”. Also, specialists were awarded with the Gratitude of the President of the Republic of Tatarstan, the Cabinet of Ministers of the Republic of Tatarstan, the Certificate of Honor of the Ministry of Forestry of the Republic of Tatarstan, etc.
