The Ministry hosted a training session for state forest inspectors

Today the Ministry hosted a training session for state forest inspectors on the implementation of federal state forest supervision (forest protection) on the lands of the forest fund of the Republic of Tatarstan. First Deputy Minister of Forestry of the Republic of Tatarstan Ilgizar Zaripov, Head of the Department of State Control and Supervision of the Ministry Airat Akhmerov, chiefs-foresters, district foresters, engineers for forest protection and protection, directors of forestry enterprises of the republic took part in the event, which was held in videoconference mode.

In his opening remarks, First Deputy Minister Ilgizar Zaripov stressed the need for this lesson in connection with the changes in forestry legislation that came into force in 2021. “Also, as you know, the Government of the Russian Federation has taken a course towards digital transformation of the forestry complex, noted Ilgizar Zaripov. It includes the modernization of LesEGAIS, the creation of an electronic forest register. It is expected that all changes will form the basis of a fundamentally new approach to forestry”.

Airat Akhmerov, head of the department of state control and supervision, informed in more detail about the changes in the legislation. “This year came into force 26 regulations concerning the federal state forestry supervision, federal state fire supervision in forests and state supervision in the field of seed production in relation to seeds of forest plants,” he said.

Airat Akhmerov made a special emphasis on the Decree of the Government of the Russian Federation dated December 18, 2020 No. 2164, which amended Appendix No. 4 to the features of compensation for damage caused to forests and natural objects located in them as a result of violation of forest legislation. According to him, one of the main changes is that when calculating the cost of wood, it is not divided into business and wood-burning, the rate of payment established for medium-sized industrial wood and the removal of wood at a distance of up to 10 kilometers is applied. For tree species for which there are no rates of payment per unit volume of wood, the rates of payment established for tree species (species) for which the morphological, physiological-biochemical, genetic-reproductive, and geographical criteria of uniqueness coincide are applied.

The speaker also dwelled on the results of control and supervision activities in 2020, the specifics of organizing and conducting control measures in forests, issuing warnings about the inadmissibility of violating mandatory requirements and requirements established by municipal legal acts and entering data into the information system for accounting of the forest complex “Obverse: Management of the forest fund”.

“In general, in 2021 we are faced with the task of increasing the efficiency of federal state forestry supervision and the quality of control and supervision activities. This applies to every state forest inspector,” concluded Ayrat Akhmerov.
