The Ministry of Forestry of the Republic of Tatarstan summed up the work for 2021 and outlined the tasks for 2022

Today, the Ministry held an expanded meeting of the collegium on the topic “On the results of the work of the Ministry of Forestry of the Republic of Tatarstan in 2021 and tasks for 2022.” The event was attended by First Deputy Prime Minister of the Republic of Tatarstan Rustam Nigmatullin, Deputy Head of the Federal Forestry Agency Vyacheslav Spirenkov, Head of the Department of Forestry for the Volga Federal District Alexander Ornatsky, Chairman of the Committee of the State Council of the Republic of Tatarstan on Ecology, Nature Management, Agro-Industrial, and Food Policy Azat Khamaev, representatives ministries and departments, deputy heads of municipal districts, head foresters and directors of forestry enterprises of the republic.

Vyacheslav Spirenkov, Deputy Head of the Federal Forestry Agency, spoke at the beginning of the meeting. He briefed the audience on the latest key changes in forest legislation related to the digital transformation of the forest industry, carrying out “compensatory” reforestation, forest management, allotment and taxation of cutting areas, the sale of wood harvested by state (municipal) institutions, its transportation, the development of recreational activities in forests, etc. “All these measures are aimed at increasing the efficiency of the forest complex management, improving the legal regulation of forest relations, and strengthening control over the turnover of timber,” said Vyacheslav Spirenkov. “Also, the Government of the Russian Federation decided to increase the number of funds allocated to finance the powers delegated to the subjects to protect forests from fires. We hope that these measures will help improve the situation with forest fires.”

The Minister of Forestry of the Republic of Tatarstan Ravil Kuzyurov made a keynote speech on the work done on the protection, protection, and reproduction of forests. He said that in 2021, the implementation of the regional project “Preservation of forests in the Republic of Tatarstan” continued in the republic as part of the federal project “Preservation of forests” of the national project “Ecology”. According to the project, work was carried out on reforestation and afforestation on an area of 4.2 thousand hectares. The indicator "The ratio of the area of reforestation and afforestation to the area of felled and dead forest plantations" for the past year amounted to 158% (planned value - 77.7%).

Also in 2021, specialists from subordinate institutions of the Ministry - forestry enterprises carried out work on the agrotechnical care of forest crops on an area of 14.3 thousand hectares, the addition of forest crops - on an area of 4.2 thousand hectares, soil preparation for the next year's forest crops - on an area of 1 4 thousand hectares. 40.2 tons of seeds of the main forest-forming species were harvested and 34.1 million pieces of standard planting material were grown, of which 25.5 million were conifers, 7.9 million were hardwoods, and 0.7 million were shrubs. things.

“One of the most important activities of the Ministry is the creation of protective forest plantations. Last year, such plantations were laid in Tatarstan on agricultural land on an area of 1.7 thousand hectares and in the Aznakaevsky district - on an area of 1.6 thousand hectares,” said Ravil Kuzyurov. “Thus, the total area of work carried out on reforestation and afforestation amounted to 7.6 thousand hectares.”

To improve the sanitary condition of forest plantations in 2021, a forest pathological survey was carried out on an area of 40.9 thousand hectares and sanitary and recreational measures were carried out on an area of 3.8 thousand hectares. In May, measures were taken to eliminate pest outbreaks on the territory of the forest fund of the Aznakaevsky and Bugulma forestries on an area of 173 hectares.

According to the minister, within the framework of the implementation of the federal state forest control (supervision), forest protection last year, more than 20 thousand patrols in the forests were carried out in the republic, more than 1.1 thousand protocols on administrative offenses were drawn up, 951 resolutions were issued on bringing to administrative responsibility, imposed fines totaling 5.4 million rubles.

“Another of our main tasks is to protect forests from fires. In 2021, the fire season in the forests was opened on April 15 and closed on October 25, its duration was 193 days. During the fire hazard period, control over compliance with fire safety rules in forests was strengthened, space monitoring of the fire hazard situation, aviation, and ground, was carried out, a set of measures was carried out for fire-prevention arrangement of forests. Due to the high fire hazard of forests last year, restrictions were imposed 5 times on the stay of citizens in forests, the entry of vehicles into them, and the performance of certain types of work in forests,” Ravil Kuzyurov informed. “A total of 19 forest fires were registered on a total area of 210 hectares. All of them were eliminated promptly by the forces of the forest fire formations of the forestry enterprises of the republic and the territorial departments of the Main Directorate of the Ministry of Emergency Situations of Russia in the Republic of Tatarstan.”

Much attention was paid last year to the digital transformation of the forest industry, the head of the Ministry of Forestry of the Republic of Tatarstan added. A project was implemented to transfer public services provided by the Ministry into electronic form. All 10 public services have been digitized. Among them - the provision of a forest area for rent based on the results of an auction, without bidding, the provision of a forest area for free use, permanent (unlimited) use, examination of a forest development project, conclusion of contracts for the sale of forest plantations for the own needs of citizens, approval of acts of forest pathological examination, acceptance of forest declarations and reports on the use of forests, reports on forest management activities, provision of extracts from the state forest register.

“For the coming period, the plan for the digital transformation of the forest industry includes such goals as creating a digital database of forest fund lands, designing a regional forest management system, and modernizing the IT infrastructure,” said Ravil Kuzyurov.

Further, the head of the forestry of the GKU RT “Prigorodny forestry” Ilnur Kashafeev and the director of the State Budgetary Institution of the Republic of Tatarstan “Bavlinsky forestry” Veronika Bashkirova made presentations. They dwelled in detail on the results of the work performed within the framework of the state task in 2021, environmental campaigns carried out, work with school forestries, and the main tasks for this year.

After that, Alexander Ornatsky, Head of the Forestry Department for the Volga Federal District, made a report on the topic “On the implementation of the delegated powers of the Russian Federation in the field of forest relations in the Republic of Tatarstan in 2021”.

He stressed that systematic work is being carried out in Tatarstan to protect, protect and regenerate forests. In 2021, specialists ensured the full implementation of measures for reforestation, afforestation, forest pathological examination of forest plantations, etc.

“Along with this, the Republic of Tatarstan pays special attention to environmental actions. Last year, Tatarstan entered the top 3 regions of the Russian Federation in terms of the amount of planting material planted as part of the “Garden of Memory” and “Save the Forest” campaigns,” Alexander Ornatsky informed.

“In addition, it is necessary to start active preparations for the fire season in the forests, purchase the necessary equipment and supplies for forest fire stations, and carry out propaganda and explanatory work among the population on compliance with the requirements of fire safety rules in forests,” he added. “I am sure that the employees of the Ministry of Forestry of the Republic of Tatarstan and its subordinate institutions will successfully cope with all the tasks set and continue to fulfill their professional duty at a high level.”

At the end of the meeting, an awards ceremony was held for distinguished workers of the forest industry of the Republic of Tatarstan.
